How Machine Learning Can Help Us to Save Indonesia’s Future

This story is going to give us an insight how we can use machine learning to empowering women and protecting children to realize the dream of “Indonesia Emas” on 2050.

The quality of women and children will determine the future of a country, especially Indonesia. Coordinating Minister of Human Development and Culture for Republik Indonesia, Mr. Muhadjir Effendy said “The future of Indonesia is in the hands of 30.1 percents of Indonesian Population, that is about 79.55 millions Indonesian children”. As we know, women give a significants impact to the development of a country. If womens in a country are good, the country will be good and vice versa. Dian Sastrowardoyo said “whether a career or a housewife, a women must be highly educated because she will be a smart mother who will teach a smart children”.

Violence in Indonesia

Based on Survei Pengalaman Hidup Perempuan Nasional (SPHPN) on 2016 we got that 1 of 3 women aged 15 to 64 years had experienced physicals or sexuals abuse by partner or other during their life. Meanwhile, based on Survei Nasional Pengalaman Hidup Anak dan Remaja (SNPHAR) on 2018, it was found that 2 out 3 child aged 13 to 17 had experienced abuse in their life, it could be physicals, sexual, or emotional violence.

Child that had been the victim of this abuse not only have scars on their body, but also emotional scars, deviant behavior, and decreased brain functions. One study noted a fairly high prevelance of suicide attempts in adults who had been the victim of abuse when they were child. Beside that it can drive to depression, eating disorders, panic attacks, post-traumatic stress disorder, and lower quality of life. It has the same effect to women.

Ministry of Women’s Empowerment and Child Protection for Republic Indonesia launched a call center service called Sahabat Perempuan dan Anak (SAPA) 129”. SAPA 129 as a Call Center is expected to be a bridge that makes easier way for women and children that been a survivors of abuse and children who need special protection. There are six standard services in providing a final referral services for women that been a victims of violence and children who need a special protection, one of them is the complaint service. Minister of Women’s Empowerment and Child Protection, I Gusti Ayu Bintang Darmawati said “Complaint services are the starting point for women and children that been a victims of violence to report their cases”.

Abuse cases that happen to women and children are very important to be handled as soon as possible. Therefore, a fast and effective service system is needed. Based on the current flow of services for handling violence cases for women and children by SAPA 129, there are several things that might be addressed so that the process of handling each case can be faster and more effective.

SAPA 129 Service Problems Analysis
  • The first is The limited numbers of SAPA 129 operators. SAPA 129 only has 3 operators for each report on women and children which may cause queues to the complaints service. This can hamper and make it difficult for the community to report violence acts as soon as possible.
  • The second is Service Hours Effectiveness Issues. It is inevitable that the SAPA 129 operators, including Complaints Recipients and Case Managers, also have other activities outside office working hours and cannot always be available for 24 hours to receive incoming reports. This may cause difficulties in reporting if at any time there is an violence acts that must be reported immediately and receive special handling.
  • The last is Time Used to Determining the Risks of Violence. Every violence acts that occurs certainly has a different level of risk to the victim. In determining the level of risk of each event, an assessment is needed with approximately 1 hour, not to mention the time required by the case manager to distribute the report to experts conducting the assessment which can increase the time needed to be able to handle a case report.

Based on some of the problems that have been previously presented, we can create and offer an innovation to improve the effectiveness of SAPA 129 services. We can develop a system that can be available for 24 hours and in a short time it will analyze the risk level of each violence report by analyzing every variable using machine learning.

Machine Learning Mechanism

Communities only need to open the systems and they can make a report directly through it. It is hoped that with the risk level indicator in each report, it can facilitate and accelerate the performance of the case manager to immediately coordinate with those who will analyze the victim’s needs or those who will provide the services that relate with the victim’s needs.

Let’s realize the dream of “Indonesia Emas” by empowering women and protecting children all over Indonesia.
